Spill Prevention Control and Countermeasure (SPCC) Plans

The federal government requires any facility that discharges into the surface waters of the United States to develop a Spill Prevention Control and Countermeasure (SPCC) Plan. This requirement generally applies to manufacturers and bulk storage facilities. RCS, Inc. has been developing these plans for years for companies throughout the United States and has been recognized as an innovator in the low cost development of these plans. However, the requirements of these plans does differ in some states due to the fact that states may either adopt the federal standard or develop a standard that exceeds the federal requirements. New Jersey is one state that often exceeds the federal requirements and makes the regulations stricter for business. For example, the federal Risk Management Rule is modeled after the New Jersey Toxic Catastrophe Prevention Act (TCPA) requirements. The Discharge Prevention Control and Countermeasure/Discharge Clean up and Removal (DPCC/DCR) Plan is New Jersey's stricter version of the SPCC.

The mapping requirements for the DPCC/DCR plans will be changing in the near future to require digital map rendering, rather than Mylar of Cad mapping for new plans and the re-certification of old plans. Although technically advanced, digital map rendering is extremely expensive when compared to Mylar of Cad representations. Realizing that this will effect many of RCS, Inc.'s clients who are required to develop or re-certify these plans, RCS, Inc. searched for an alternative and is able to provide RCS, Inc.'s clients with digital map rendering at reasonable prices. RCS, Inc.'s goal is to alleviate current concerns and motivate clients to continue compliance with DPCC/DCR and SPCC requirements, especially since the regulations differ from state to state and mapping requirements may change for the federal SPCC plans in the future.
