Underground Storage Tanks (UST) - RCRA Subtitle I
 

Owners and operators of underground storage tanks containing toxic and hazardous materials are required to comply with state and federal regulations designed to protect the environment. RCS, Inc. assists clients with all the facets of UST regulatory compliance assessment and spill and leakage investigation and mitigation. Specific services include:

    Regulatory Assistance - RCS, Inc. has the experience to interpret and comply with complex regulatory requirements in the most thorough and expedient manner possible. RCS, Inc. also performs all requisite procedures for obtaining UST permits and serves as a client liaison to regulatory agencies.

    Risk Assessment - Abandoning, replacing, and monitoring existing USTs is a capital-intensive, high liability concern for owners of multiple USTs. To address this concern, RCS, Inc. has developed a risk assessment program that assists multiple tank owners in determining the most appropriate disposition for each of their tanks. The program develops a relative risk factor for each tank, enabling replacement or closure of high-risk tanks first. RCS, Inc. evaluates risk based on tank age, construction material, corrosion potential, leakage history, usage/stored materials, existing monitoring methods, depth to ground water, groundwater uses in the area, proximity to existing Wells, and the geology of the immediate environment.

    Tank Monitoring Programs - RCS, Inc. tailors each tank management program to meet each clients needs, whether they have single or multiple tanks. These programs comply with applicable regulations, ensure that the environment is adequately protected, and provide clients with reasonable and cost-effective operations.

    Spill and Leak Investigations - Site investigations are generally conducted in two phases. Phase I studies are conducted to determine whether contamination is present. If contamination is found, RCS, Inc. conducts a Phase II investigation to verify the nature, degree and extent of the contamination through a field program that is scaled to the problems.

    Remedial Actions - Upon determination of the extent of contamination, RCS, Inc. develops and implements remedial actions to contain or clean up the contamination. RCS, Inc. uses four (4) general remedial approaches, which can be used alone or in combination. These approaches include containment of groundwater, extraction and treatment of groundwater, excavation and treatment / disposal of soil, and treatment of soil and groundwater in-situ.
